Utility Projects

The Village is currently preparing to construct portions of the Utility Water, Sanitary Sewer and Stormwater improvements within the Gated Residential Community.

Each of the sections will receive the rehabilitative sanitary sewer, water, storm water and associated street paving as determined to restore the functionality of the system. Additionally, while this work is intended to be completed in zones, other work such as small sectional repairs to the Residential Gated Community sanitary sewer and manholes along with rehabilitative sewer pipe lining will be systematically completed. These small repairs are ongoing in several areas in advance of the larger phased work without extended disruption of local traffic.

Florida DEO Grant


The Florida Department of Economic Opportunity (DEO) is requesting that communities and local governments develop large-scale mitigation activities that will allow Florida communities to better withstand future disasters, and submit a grant application for such projects that comply with the Rebuild Florida Mitigation General Infrastructure Program. The program, administered by DEO, helps communities fund infrastructure restoration and improvement projects in communities that are frequently impacted by disasters. Local governments may apply individually or as a regional group for funding to propose projects that meet program requirements, including demonstrating large-scale mitigation activities and primarily benefiting low-to-moderate income (LMI) populations. Funding can also be used as leverage to match funding for other federal programs to carry out eligible, federal Community Development Block Grant - Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) projects. The deadline to complete applications is September 14th, 2020.  Rebuild Florida is a partnership of the Florida DEO and the U.S. Department of Housing and Urban Development. Scope of Work:

The Bal Harbour Village-wide Resiliency Plan, which is targeted for the DEO grant funding, includes the replacement of the water service mains and relocation of the water meters to ensure we are compliant with regulatory mandates and able to withstand disasters that impact water systems. The plan also consists of repairs, replacement and lining of the sanitary sewer systems, repairs to the stormwater system and upgrades to existing stormwater stations in an effort to enhance the overall system’s efficiency. In addition, the Village has identified an Emergency Operations Center (EOC) for restructuring and renovation that addresses the Village’s resiliency initiatives.  The EOC project will consist of the renovation and remodeling of an existing 5,600 sf. warehouse facility purchased by the Village. The facility is located at 1840 NE 144 Street, in the city of North Miami. The site currently has the warehouse building with existing parking lot which has access to the property from the south and north. The facility will provide offices, warehouse storage space and parking for staff and the Village’s fleet vehicles. The facility will be used as our Parks & Public Works Operations Annex that will include the EOC and a Police Department (PD) training area, in addition, to offices for the staff. The building will be structurally hardened to comply with the new code for use as EOC for a storm or emergency events when our essential personnel are evacuated from the Village offices. Currently, the Resiliency Plan for the stormwater and sewer system improvements are underway and the anticipated completion date is scheduled for December 2020.
