Blue Envelope Program Expands Statewide

A vision that began in our community has now become a statewide initiative dedicated to creating safer, more understanding interactions between law enforcement officers and individuals with autism.
In January, Chief Flowers asked Detective Hector Gonzalez to travel to Tallahassee to advocate for Senate Bill 418 and House Bill 365, legislation focused on improving communication, awareness, and safety during interactions between law enforcement and individuals with autism spectrum disorder.
Alongside Senator Shevrin Jones, the bill’s Senate sponsor, Detective Gonzalez addressed the Florida Senate and shared why this legislation is so important for individuals with autism, their families, and law enforcement professionals. Throughout the legislative session, Detective Gonzalez also met with members of the Florida House and worked closely with Representative Susan Valdés, the House co-sponsor, to help build bipartisan support for the legislation.
The result was historic. SB 418/HB 365 passed unanimously in both the Florida Senate and the Florida House of Representatives, reflecting a shared commitment to strengthening community policing while creating safer and more effective interactions for individuals with autism across Florida.
On June 16, 2026, Governor Ron DeSantis signed the legislation into law. Effective July 1, 2026, Florida’s Blue Envelope and Blue Card Program officially began, expanding specialized training and resources for law enforcement officers interacting with individuals with autism spectrum disorder.
What makes this moment even more meaningful is that the idea for the Blue Envelope Program began several years ago in Chief Flowers’ office. Seeing that vision grow from a local conversation into statewide legislation is a remarkable achievement and a testament to the power of collaboration and advocacy.
The Bal Harbour Police Department’s Autism Training Objectives helped shape the framework for the statewide curriculum, allowing the work started within our community to benefit officers, individuals with autism, and families throughout Florida.
This achievement belongs to everyone who believed in the vision, worked tirelessly behind the scenes, and continued advocating for a safer, more understanding future.
