Right-of-Way (ROW) Permits

A Right-of-Way (ROW) Permit is required for any work conducted in public spaces such as streets, sidewalks, driveways, curbs, or other Village rights-of-way. This includes Collins Avenue, 96th Street, and the roads within the Gated Residential Community.

When is a ROW Permit Required?

Permits are needed for any construction, installation, or temporary use of the ROW, whether or not a lane closure is required. Examples include:

  • Asphalt or Concrete Driveway Approaches
  • Decorative Paver Driveway Approaches
  • Landscape Work in the ROW
  • Sidewalk, Curb, and Gutter Construction or Repair
  • Sanitary Sewer Lateral Service Connections
  • Fire Line Service Connections
  • Generator Placement in the ROW
  • Bus Shelters or Pedestrian Scaffolding
  • Public Storage Containers or Temporary Dumpsters/Roll-offs
  • Local Street Closures or Sidewalk Closures
  • Crane Set-up in the ROW

  1. Download and complete the ROW Permit Application.
  2. Email the completed form to: malvarez@balharbourfl.gov

Compliance

All work in the ROW must comply with Village codes and safety requirements. Failure to obtain the required permit may result in enforcement actions or penalties.
