Harding Avenue Realignment Project

Project Overview

The Harding Avenue Realignment Project is a multi-phase infrastructure initiative designed to improve traffic flow, pedestrian safety, drainage, and streetscape conditions along Harding Avenue.

To reduce disruption and maintain traffic access, the project is being completed in several phases moving from west to east across the corridor. Improvements include roadway widening, upgraded stormwater drainage systems, new sidewalks, modern traffic signals, and landscaping.

This page provides an overview of the project’s progress, completed work, and upcoming construction phases. When new construction impacts occur, the Village will publish updates in the News section and link back to this page for the full project timeline.

Where the Project Stands Today

    • Phase 1 (West Side Improvements): Nearly complete

    • Phase 2 (Median Construction): Currently underway

    • Phase 3 (East Side Improvements): Pending permit approval

    • Phase 4 (Final Roadway Resurfacing): Scheduled after earlier phases are complete

Phase 1 – West Side Improvements

Status: Nearly Complete

Phase 1 focused on improvements along the west side of Harding Avenue, including widening the roadway, installing upgraded drainage systems, improving sidewalks, and modernizing traffic signals.

This phase also included construction of a new bus bay to improve transit operations and traffic flow.

To accelerate progress, crews have worked additional daytime construction shifts when possible, even though the project was originally scheduled primarily for nighttime work.

Pedestrian access along the west side sidewalk has now reopened following completion of the majority of work in this area.

What Has Been Completed

    • Roadway widening between 96th Street and the Bal Harbour Shops valet exit

    • Landscape removal and site preparation in the 9700 block

    • Installation of new stormwater drainage infrastructure

    • Construction of new sidewalks and driveway aprons

    • Installation of new traffic signal structures

    • Major components of the bus bay construction

What Is Still Pending

    • Final wiring and activation of traffic signal equipment

    • Removal of remaining outdated signal components

    • Completion of landscaping and irrigation work

Estimated completion: Final finishing work is expected to be completed in the near term as signal and landscaping work wraps up.

Phase 2 – Median Improvements

Status: In Progress

Phase 2 shifts construction activity to the center median of Harding Avenue.

This phase focuses on installing additional infrastructure needed to support the realigned roadway and improved traffic circulation.

What This Phase Accomplishes

  • Installation of additional stormwater drainage
  • Continued roadway widening work
  • Construction of concrete curbs and flatwork
  • Installation of traffic signal infrastructure within the corridor
  • Future installation of median landscaping and irrigation

Current Progress

Approximately 40% of this phase has been completed.

Work Completed So Far

  • Most drainage infrastructure has been installed
  • Signal conduit installation has been completed
  • Roadway construction work is approximately halfway finished

What Is Still Pending

  • Installation of signal equipment and controllers
  • Remaining concrete work
  • Median landscaping and irrigation

Estimated timeline: Construction will continue through the next stage of the project as median work progresses.

Phase 3 – East Side Improvements

Status: Pending

Phase 3 will move construction activity to the east side of Harding Avenue.

Planned Improvements

    • Sidewalk reconstruction and flatwork

    • Installation of traffic signal infrastructure

    • Additional corridor improvements that support the roadway realignment

This phase will begin once the Florida Department of Transportation approves the required Maintenance of Traffic permit, which allows construction to safely proceed while maintaining traffic flow.

Phase 4 – Final Roadway Resurfacing

Status: Pending Completion of Earlier Phases

Once Phases 1–3 are complete, the final phase of the project will involve milling and resurfacing the asphalt roadway throughout the entire project corridor.

This step will provide a smooth, consistent driving surface and finalize the Harding Avenue improvements.
