Electric Mobility Devices Prohibited in Designated Areas

Bal Harbour Village has adopted a new ordinance (ORD #2026 – 0680) that prohibits electric bicycles, electric scooters, and other motorized mobility devices from being used on the beach path, jetty and cut walk, 102 beach access path.

Why This Change is Happening

This ordinance is being introduced to improve safety for everyone using these heavily traveled areas.

In recent years, there has been a significant increase in the use of motorized devices in the Village. This has led to:

  • Increased risk of accidents in areas that are primarily designed for walking and jogging
  • Growing safety concerns due to high foot traffic from residents and visitors

Bal Harbour Village is a walkable community where residents and visitors frequently travel on foot between destinations. In these environments, motorized devices are not always compatible with safe pedestrian movement.

What This Means
To help keep these areas safe and enjoyable for everyone, motorized devices will no longer be permitted in the designated areas.

This ordinance was adopted to better protect pedestrians, enhance safety, and ensure a more enjoyable, pedestrian-friendly environment.

RESTRICTIONS IN EFFECT IN DESIGNATED AREAS

The following electric mobility devices are prohibited within designated areas:

  • Electric Bicycles (E-Bikes)
  • Electric Scooters (E-Scooters)
  • Other Motorized Mobility Devices (including e-skateboards and similar devices)

Note (important for ADA clarity):
Motorized wheelchairs and similar mobility devices used by individuals with disabilities are exempt.

WHERE THIS APPLIES

These rules apply only in the following areas:

  • Beach Path (Hard Pack Area)
  • Jetty & Cut Walk
  • 102 Street Beach Access Path (South of Oceana)

WHO THIS APPLIES TO

This ordinance applies to all residents, visitors, and users of electric mobility devices within Bal Harbour Village.
Exceptions include:
  • Individuals using motorized mobility devices for accessibility purposes
  • Government personnel acting within their official duties, including police and emergency responders

ENFORCEMENT & PENALITIES

Violations of this ordinance may result in a civil citation.

  • Fine: $50 per violation
  • Enforcement may be carried out by the Village’s Code Enforcement Officers or Bal Harbour Police.

Education Period:
The Village is currently conducting an educational awareness campaign to inform the public about these new regulations prior to full enforcement, which runs through May 16.
