Raleigh Flowers’ dedication to the law enforcement profession extends over 20 years of specialized and executive level policing. Chief of Police Flowers began his law enforcement career with the Hialeah Police Department as a uniform patrol officer and ascended to the rank of Police Major overseeing the largest police bureau in the Hialeah Police Department. During Chief of Police Flowers’ tenure with the Hialeah Police Department, he served in various assignments to include uniform patrol, criminal investigation, vice, administration, internal affairs, police personnel, management and senior executive level ranks.
Chief of Police Flowers joined the Bal Harbour Police Department on January 5th 2015 as a member of the department’s command staff managing the daily patrol operations and administrative functions within the Uniform Patrol Division.
Chief of Police Flowers is a Miami native and graduated from Miami Northwestern Senior High School. Chief of Police Flowers earned a Bachelor’s degree from St. Thomas University (Cum Laude) and a Master of Science degree in Human Resource Management from Florida International University. Chief of Police Flowers is also a Police Academy Instructor and Training Advisor at Miami-Dade College School of Justice.
Chief of Police Flowers is a graduate of the prestigious FBI National Academy and the University of Louisville, Southern Police Institute, Command Officer Development Course.
Chief of Police Flowers is a member of The National Organization of Black Law Enforcement Officers (NOBLE), 5000 Role Models of Excellence, Miami-Dade County Association of Chief Police were he currently serves as the President of the association, The Florida Police Chiefs’ Association, The International Association of Chiefs of Police, and an active member of the Christian Fellowship Missionary Baptist Church where he serves on the Deacon’s ministry.
