Lobbyist Registration Form
A “Lobbyist” means all persons, firms, or corporations employed or retained by a Principal who seeks to encourage the passage, defeat, or modifications of:
- ordinance, resolution, action or decision of the Village Council
- any action, decision, recommendation of the Village Manager or any Village Board/Committee member
- any action, decision or recommendation of Village personnel
during the time period of the entire decision-making process on such action, decision or recommendation which foreseeably will be heard or reviewed by the Village Council, or a Village Board or Committee.
“Lobbyist” specifically includes the Principal as well as any employee whose normal scope of employment includes lobbying activities.

Who is required to register as a lobbyist?
Any individual or organization must register with the Village Clerk’s Office when that individual or organization is compensated to directly or indirectly lobby members of the Village Council, Village Board or Committee members, the Village Manager or Village employees.
When are lobbyists required to register with the Village?
Lobbyists must register with the Village Clerk’s Office prior to conducting any lobbying activities. All individuals who conduct lobbying activities and are not currently registered are in violation of the ordinance.
Is there a registration fee?
Each lobbyist who wishes to conduct lobbyist activities with the Bal Harbour Village is required to pay an annual registration fee of $200. This fee is due beginning on January 1 each year.
A Lobbyist must also submit a letter from each Principal that authorizes the Lobbyist to represent that Principal, plus pay an initial one-time fee of $100. There is no fee for renewing an already registered Principal.

What forms are required for the Annual Lobbyist Renewal process?
By January 1 of each year, Lobbyists are required to renew their registration annually. Please submit:
- A completed Lobbyist Registration Form
- A check for the Registration Fee in the amount of $200.00 (made payable to the Bal Harbour Village) for each principal represented
- A list of Principals the Lobbyist represents
What is the Statement of Representation?
Individuals must state that they are lobbyists and disclose whom they are working for at the beginning of any communication with the Village.
What is the Statement of Lobbying Expenditures?
By July 1 each year, Lobbyist must submit a Lobbyist Expenditure Report, only if they have had expenditure during the previous calendar year.
What are the Village’s lobbying restrictions for former Village Council members?
A person elected to municipal office is prohibited from representing another person or entity for compensation before the government body or agency of which he or she was an officer for two years after leaving office. [F.S. Sec. 112.313(13)]
