Building a Better Bal Harbour for You
Project Overview and Benefits
The Village is currently constructing and repairing sections of the underground utilities within the gated residential community and Collins Avenue. The work being performed will enhance the performance and longevity of the water, sanitary sewer and stormwater systems that run underground and connect to the homes. Paving operations will follow the underground work to restore roadways throughout the area. When complete, these improvements will provide our residents and guests with a safe and efficient water supply system, a sanitary sewer system that meets regulatory requirements while ensuring the system reduces groundwater infiltration and an enhanced stormwater system to more efficiently disperse stormwater after rain events and minimize any pollutants from stormwater discharging into Biscayne Bay.
While design work for these phases began many years ago, construction started in Phases 3 and 4 in April of 2020, and in Phases 5 and 6 in 2022. We anticipate all phases of work to be completed in 2027. Below is a brief synopsis of the work and schedule within each zone.
Project Status as of July 24, 2024
The overall neighborhood’s improvements have been broken into zones. This helps focus the contractor’s area of impact and fully completes larger sections of the neighborhood at a time. This also allows us to minimize traffic and utility service disruptions throughout the neighborhood.

Pending Work Includes:
- Placing new asphalt along the roadway.
Anticipated Schedule:
- Expected completion in this area in 2027.
Phase 5a (under construction)
Pending Work Includes:
- Water Main Installation and Water Meter Relocations Along Park Drive
- Replacing and installing water mains; relocating water services from rear of homes to front of homes
- Adjusting or replacing stormwater inlets and grates
- Replacing damaged curb and gutter
- Placing new asphalt on the roadway

Anticipated Work Schedule:
- First week of April through December 6, 2024*
- Daily, 8:30 a.m. to 5:30 p.m.
- Property owners will be notified days in advanced by the contractor and/or Village staff when workers are required to work at the rear of property or easement area.
- Use caution when driving or walking near the work zone. Follow posted signs.
*Please note that this schedule could change due to bad weather or other unexpected conditions.
Phase 6a & 6b (under construction)
Pending Work Includes:
- Replacing and installing water mains; relocating water services from rear of homes to front of homes
- Major stormwater drainage improvements
- Removal and replacement of damaged curb and gutter
- Placing new asphalt along the roadway
Anticipated Schedule:
- Stormwater drainage improvement work
- Expected completion in this zone by end of 2025
Phase 7 (in design)
Pending Work:
- Performing stormwater drainage improvements near Bal Bay Drive and Bal Cross Drive (in conjunction with 5b and 5c).
- Repairing the stormwater pump station adjacent to Harbour Way West.
Anticipated Schedule:
- Early 2025 through 2026
Phase 5b & 5c (under construction)
Pending Work Includes:
- Stormwater drainage improvements in conjunction with Phase 7
- Removal and replacement of damaged curb and gutter
- Placing new asphalt along the roadway
Anticipated Schedule:
- Expected completion in this zone by summer of 2026 in coordination with the work in Phase 7.
What You Should Expect
- Routine project updates will be distributed to provide information on upcoming work and anticipated traffic impacts.
- Future paving operations will require coordination with each of the homes in that area as vehicle traffic will be limited throughout the work zones during the placement of asphalt. More information will come before the paving is scheduled.
